CITY OF SAN FERNANDO -- The Bases Conversion and Development Authority (BCDA) clarified that the opening of Subic-Clark-Tarlac Expressway (SCTEX) will be by the end of April and not on April 5 as earlier reported.
The bases agency, which implemented the construction of the 93.77-kilometer toll road, said the final touches are still being done for the project and it will be completely operational by the end of April. > > > [ full story ]
